This is available from Atlantic Firearms in the States, its .223 semi only. Do you think it would be allowed in?

It would probably be classed as a variant, and prohibited. Also, lots of these newly made "pistols" are CA rewelds. The only reason they are "pistols" is to get around the SBR laws I believe...you can find AK pistols, Ppsh "pistols", etc.

I've always heard "once a machine gun, always a machine gun". For that reason they can't buy VZ and CZ's like us but have to pay $1200 U.S due to the newly manufactured receiver.

No, they are not. They have to start out as new recievers. You are correct in that by starting out as a pistol, it allows features not allowed on a rifle using imported parts.

A decade ago, several manufacturers were rewelding "destroyed" recievers and selling them as title 1 firearms. BATFE has all but eliminated that possibility.
 
Sorry, I think I mistook the info on one site that said they were rewelded recievers. Maybe they were from a while back?
 
Anything is allowed in, we just can't sell them to the plebs. Also, that gun would be impossible to get out of the US without an end-user cert stating it was for a purpose other than civilian sales. It would be easier to get an HK33/53 from overseas than that Vector from the US.

I didn't check the link, but in general;

1) If the gun isn't named as a prohib
2) If the gun isn't clearly, or claimed by the manufacturer to be a varient of a named prohib
3) If the gun isn't full auto or selective fire, or made from a reciever previously assembled as full auto or selective fire

than the gun can most likely be imported and sold in Canada as a restricted or non-restricted firearms, subject to the legal definitions in the Firearms act.
