Proposed Ontario Moose draw changes for 2nd draw

There is a proposed change to the 2nd chance allocation for moose tags in Ontario. It is outlined in the ERO 019-7813 posting. Basically it would mean that if a person did not claim their tag in the 1st choice of the 2nd chance allocation they would forfeit there points just as if they had claimed it. This would stop the applying for a tag in the first choice of the 2nd chance allocation with no intention of claiming it making that tag a wasted tag. It also proposes some form of surplus/unclaimed tag distribution.
I feel this is a positive move and hunters should sign on the ERO and send their comments.
I have not seen this posted on CGN but it may be in some other forum and I am sure I will hear about it if it is.

For those of us out of province who don't know the ins and outs of the system can someone tell me what a "2nd chance allocation" is so we can better understand what y'all are dealing with?

It's a point based system, and there are two draws. In the primary draw, there are 1st, 2nd, and 3rd choices. The draw results become available mid-May, and you have 2 weeks to claim a the tag. Claiming a tag burns your points, if you don't claim the tag you retain your points.

After 2 weeks unclaimed tags go into the secondary draw, again, 3 choices. If you're awarded a tag as a 1st choice, it burns your points. If you're awarded a tag, 2nd or 3rd choice, you retain your points.

The problem currently is some hunters are being awarded tags in the secondary draw but not claiming them, which results in a wasted tag. There's no 3rd draw, or any other way to redistribute unclaimed tags.

There are 2 draws consisting of 3 choices in each. Hunters apply by ### (bull, cow/calf, or calf) and by weapon (archery or rifle). The way it’s supposed to work is that tags are awarded to hunters who applied with their first choice (###,weapon, unit). Any tags not awarded to first choice applicants go to second choice, then third choice. Then window opens for hunters to claim the tags that they were awarded. Once the window closes, the MNR posts the number of unclaimed tags and a “second chance” opens and the process starts over again however the difference is that tags awarded to second and third choices are randomly awarded and don’t burn points.
