Purchase as a collector

Hi Folks,

Quick question. Of those of you who have purchased restricted handguns from a dealer or private person only for collection can you tell me how much of a procedure it was from start to finish. I am only talking about purchasing out of Province. Was the firearm sent directly via postal service to your home or does it have to get sent to a local gun shop? I know you have to fill out the transfer for "collector status" after purchase. Please let me know how you made out with your purchases.

OK so first, about the out of province sale. No need for it to be sent to a gun shop, the dealer can send it directly to your address. The dealer is the one filling out the paperwork for transfer of registration.

Now for the collector thing.

To be able to be recognized as a collector, simply indicating that you purchase it for that reason is likely not enough. It is the responsability of your provincial CFO to determine if you can be a collector, meaning you have to "apply" for that status by calling them. I don,t know how it works in Ontario, but in Quebec (which is Quebec's twin brother when it comes to CFO hoop jumping) you have to pass a phone interview / test so that they determine if you are worthy of being a collector. I had to wait many months before they even called me back to schedule the call.

First thing before you go ahead with the purchase should be to call the Ontario CFO and inquire on what their exact procedure is to get collector status.

I filled out my collector status a few years ago, you only need to do it once. When you purchase a new restricted they will ask the reason. If you say “target shooting” they will ask what club you belong to. If you say “collecting” they don’t ask any more questions. The transfer, payment, shipping, etc. doesn’t change. They are usually mailed to your home, the local gun shop thing is more of a US FFL.

From what the CFO says I fill out this form CAFC 1101 E after purchase and I presume when they are satisfied they contact the seller. Not really sure to be honest.

I don’t recall the number of form that I filled out as it was several years ago, but it was one page. I suspect once you fill it out, they may contact you and ask a couple of questions. They should contact the seller to let them know when transfer is approved, I doubt they would mention anything about your collector application due to privacy laws. Once you do it the first time, any subsequent purchases should go through without any issues.

Yes, I would presume the first one would be the most difficult.

That looks like what I filled out. I just put the types of guns I was interested in (John Browning designs) since that’s what I was getting at the time, and also what I like the most. I don’t recall if it had the part about consenting to inspections. I always found it a bit strange that they wanted you to include all of the information that you knew when you were just trying to start a collection.

From what I can tell your tastes can change throughout the years, and they would not stop you from buying something in your original plans.

Alright..here is the kicker..they told me via email that I only fill this out when I was purchasing a firearm. IMO I don't see the point. May be I should just send it anyway with a firearm in mind?

You make application for your collector status when you have actually purchawed a firearm.
