In theory this is the federal law. BUT, it is written somewhere in the law that the CFO can make any verification that he feel adequate to approve applications. In quebec the chief firearms officer and most bureaucrats are anti-gun... They are doing everything they can to discourage firearms ownership.
So when you apply for your PAL renewal, you have to send at the same time a proof of club membership. Otherwise they wont send you your new PAL and eventually police will come to seize your firearms. This is the "USE IT OR LOOSE IT" They dont give a damm that you have legally acquired your pistol, that you have lost your job this year, that you have moved somewhere where there is no shooting range...
They work hard also at closing shooting range and kill the sport. We have the most restrictive rules here. Quebec is the only province with the NO SKY POLICY (that killed IPSC) Any quebecer that want to practice correctly this discipline have to go outside the province. Major events are always being held outside the province. Here they issue ATT no longer that your membership will last , (i know some provinces issue they for a 5 years period)
I have just mentionned a few things, i am sure others can fill some more.
In my opinion the CFO have way too much power.
