I bought an old brass tube scope and I've received it... but it doesn't have any way to adjust the crosshairs. I assume this means they need to be externally adjusted with the mount. Am I right?

How old are these scopes generally? Mine is unmarked.. I will post pics when I have a moment.

Where do I find one of these old mounts to fit an old .22 scope rail and 3/4" tube?

I have never heard of any specific name for this kind of scope. Generally reference is made to the external adjustments.
I have a vintage Fecker that mounts using this system, and a much more recent external adjustment Unertl. Lyman Targetspots are seen as are B&L, Parker Hale, Winchester, Lyman, Mossberg, even Tasco externally adjusted scopes. Malcolm and Sidle are very old brands. Leatherwood markets a reproduction of a short Malcolm. Navy Arms, etc., have sold a repro long brass telescopic sight.
The rings do turn up. What diameter is your scope? It will have to match the rings. Frequently the rings mate with currently available dovetail blocks. The adjustments will be incorporated in the rear ring.
