Question about barrel length legality/restoration

Hello everyone..

I have a friend who recently got his PAL and he started with a .22LR and he picked up a used Mini 14 last week. He was showing it to me and it looked okay, but the crown on the rifle didn't look right to me. I measured it and sure enough, some *bubba bonehead* hacked the barrel down from 18.5" to 18". I told him that he is now in possession of a rifle that he doesn't have an appropriate license for and he's not happy about that.

But It got me thinking, can he bring this rifle back to legal, non-restricted designation by having a 2" flash hider permanently welded to the barrel?
 
Flash hider doesn't count for barrel length.

The rifle is restricted cut below 18.5" and above 18". Prohib below 18".

Needs a new barrel...

Why the hell would someone cut 1/2" off a barrel?

The rifle may now be a prohibited firearm; certainly restricted if not prohibited..
Lengthening the barrel is not a solution acceptable to the powers that be.

Only practical remedy is a new barrel. And replacement Mini barrels are not something you see every day.

If I were to turn up something like that, I would immediately remove the barrel, and put the remains in the tickle trunk until a barrel could be obtained.

Prohib firearm... a firearm that is adapted from a rifle or shotgun, whether by sawing, cutting or any other alteration, and that, as so adapted

"is 660 mm or greater in length and has a barrel less than 457 mm in length"

457mm equals 17.992 inches. If it is 18 inches it might actually be fine as long as the overall length is greater than 660 mm. It would be restricted if it was.
 
Might be restricted, rather than prohibited. Depends on exact length. Measure very carefully. If it is over 457mm, then the problem is an unregistered restricted firearm, instead of a prohibited one.
Solution is still a new barrel.
 
Isn't the non-restricted standard of minimum "cut" length 18.5 for semi auto and 18" for manual action? Any shorter of either has to be "manufacture"?

Semi auto - 18" to 18.5" is restricted. Under 18" is prohib.
Manual action - 18" and above is non restricted. Under 18" is prohib.

Manufactured barrel can be any length on a rim fire or manual action as long as the OAL is over 26".
Manufactured barrel under 18.5" on a semi auto makes it restricted.

Perhaps because the crown was damaged and they botched the repair?
