I have a friend who recently got his PAL and he started with a .22LR and he picked up a used Mini 14 last week. He was showing it to me and it looked okay, but the crown on the rifle didn't look right to me. I measured it and sure enough, some *bubba bonehead* hacked the barrel down from 18.5" to 18". I told him that he is now in possession of a rifle that he doesn't have an appropriate license for and he's not happy about that.
But It got me thinking, can he bring this rifle back to legal, non-restricted designation by having a 2" flash hider permanently welded to the barrel?
