Question about Custom Rifle

How do one go about building custom rifle? I've always been over-the-counter rifle guy, never changing anything particular. But sometimes it's kinda hard to get the rifle that fits you perfect.
Do you just pick a rifle and start changing parts like barrel and stock? Or do people buy action separate and build it from there? Or, do you just ask your gunsmith to build you what you need?
I'm pretty short and long barreled rifles always been kinda awkward for me, and I've seen people post pics of their rifles with 16 to 18 inch barrel, and I thought those would be perfect for me. And since I only use .308, I guess it's ok to use short barrel.
Put me in the right direction, please.
 
I'm very familliar with what works for me, so I usually just phone up my gunsmith and say " Paul, I want you and Mick to build me a so and so for such and such.
I'm sending out the rifle for you to do your stuff on.
You got a time line and price estimate?"

Always faster than expected, but never have I been disapointed!:D

if compact is your goal, a Ruger M77 MK2 would work, one of them tiny rigs with the 16.5" tubes :)

if you want to go custom, best bet is to start with an action of your choice, and then re-barrel with the length and contour of your choice, and then go and order a stock that is what you want. :)
