Question about my 8.5" grizzly

Hey guys.
I have a question about my 8.5" grizzly. I just put an adjustable stock on and the overall length is 26 1/4".
If I take the rubber but pad off its 25 3/8" which would make it restricted.
What counts at overall length? If I leave the but stock pad on would it count as non restricted? Or since it's removable would the overall length be from the end of the but stock with the pad removed to the tip of the barrel?

Measure it as it is. non restricted with the pad, restricted without. Keep the pad on it.

And it's from the longest part of the stock to the tip of the barrel right?

That's correct. Place a meter stick against the wall and put the stock of the gun on the floor. The tip of the barrel (NOT threaded on breachers or brakes) is where it's measured.
