If I put a handgun in a safe that isn't bolted to the floor (because I don't want to drill huge holes in the ground if I don't have to), is it considered "safe storage"? thanks

What do you mean by short answer? Is there a catch?
yes its safe now can you make it "safer" of course. I wouldnt put a Smth and Wesson sticker on my front door or put the safe right by a door or window especially if it isnt bolted down.

as per RCMP

Attach a secure locking device so the firearms cannot be fired and lock them in a cabinet, container or room that is difficult to break into; or
Lock the firearms in a vault, safe or room that was built or modified specifically to store firearms safely.
For automatic firearms, also remove the bolts or bolt carriers (if removable) and lock them in a separate room that is difficult to break into.

Long answer, yes. no catch.

A safe is a safe is a safe, bolted down or not.

side note, is it is a 'fire safe'? If so, watch out for humidity inside. Fire safes are lined with damp dry wall like material between the plastic interior and the metal exterior for a fire barrier and can be quite damp inside.

In a 'safe', restricted do not need to be secured with an additional locking device (trigger lock, cable, etc.).

they do need to be unloaded. (magazine removed or any inserted magazine unloaded, revolvers with all chambers empty).

(the above are the minimum legal requirements, your personal risk tolerance may dictate different requirements.)

I thought that a handgun did not need to be locked if it is stored in a safe, am I wrong?

I'm reading it off of the RCMP SAFELY STORING, TRANSPORTING AND DISPLAYING FIREARMS handout. "Attach a secure locking device so the firearms cannot be fired and lock them in a cabinet, container or room that is difficult to break into; or Lock the firearms in a vault, safe or room that was built or modified specifically to store firearms safely. For automatic firearms, also remove the bolts or bolt carriers (if removable) and lock them in a separate room that is difficult to break into." I hope this helps.

go to your restricted course book , go to section 8 on storage display transportation , find the picture of the vault with the 2 handguns hanging on the door without trigger locks , they say a picture is worth a thousand words .......
