Question about unburned powder?

I'm seeing a lot of unburned Varget in my chamber and falling out of spent casings after fireing. Is this normal? Perhaps this is a sign of temperature sensitivity?

Unburnt powder means the pressure was below what is optimal for that powder. You're probably going well below published starting loads.

What was the load you used where you observed this?
