Question on Pinned Mags

This might be a stupid question but, when they say that a hi-cap mag must be pinned to 10 rds, does it actually have to be pinned using a pop rivet or can it be limited to 10rds by some other methods?
 
Doesnt have to be a rivet per se, but it must be metal and if memory serves, it must not be easily removed ie welded, riveted, etc. Its all spelled out quite clearly in the regs but I cant remember for the life of me where to find it. Hopefully someone else has a link.

Just curious, what were your thoughts on "another way"?
 
I can't find it either. I was just wondering what is the legal way of limiting a mag to 10 rds. I've seen them riveted, some internally blocked and epoxied bases and some with a set screw. It's probably a huge gray area.
