Question on using a Restricted CAR-14 and a .22 rimfire on Crown Land

So if my CAR-15 is over 26.5" and is not using the .223 ammo, bolt, mag, but a .22 rimfire conversion can I shoot it somewhere other than a restricted range?:ar15:

Buy a Ruger 10/22 and get one of those dress up kits to make it look like a AR15, some are pretty realistic, only the thin curved 22LR mag gives it away.
 
Then sell the $1500 AR and by a $300 10/22 if you took your RPAL you should have been told the restricted mean restricted to the Range only...

Have a pretty good understanding of my RPAL designation was just wondering if there was a loophole somewhere similar to using 10 round AR pistol mags in a CAR.

Had a 10/22 and just loved it might buy another but there are so many purpose built tactical .22s by the time you factor in the add ons cheaper to buy one of these newer designed .22s.
