While at Lever Arms in Vancouver on the weekend they had some cool looking SKS's there but with a catch, if you bought one you had to wait a day or two for the CFO to approve of the sale as due to the Cyrillic serial numbering. The sign said this and it also said that if it were refused by the CFO that they (Lever Arms) would take 20% of the sale for restocking. What would this mean? I understand Cyrillic is an alphabet but what's that got to do with it?
