Hi All,

I'm currently in limbo waiting for my PAL/rPAL to be issued and in the meantime I've pretty much figured out exactly what I want for my first restricted. These forums are a great source of info.

what I'm unsure about is all the LTATT and ATT mumbo jumbo.
The minute I have my PAL I'll join our local club.

So the question is, Can I go ahead and purchase a restricted and have the commercial dealer handle that ATT and will it get issued?
Even if I couldn't shoot it i'd be happy to just spend time getting used to cleaning and figuring out how all the bits work while I'm waiting for the LTATT.
I've read in BC the LTATT takes up to 4 weeks.

Sorry if this question has been asked before, I never seem to find what im looking for using the search feature.

Well, you don't need an ATT to purchase a restricted firearm or to have it delivered to your house. You would need one to pick it up from the post office however. I bought a restricted rifle weeks ago and don't have an ATT for it and have not needed one yet because it's just sitting there waiting on parts.
So, as soon as you get your PAL card you can purchase a restricted and when the transfer gets approved it can be shipped to your house. That might work for you with the long wait in BC. It might be your only feasible option if you want a gun this calendar year.

However the CFOs are throwing around their weight and trying to force people to have a range membership before they will even approve a transfer into your name, that might be worth considering as it might take them two weeks to mail you a letter saying they won't approve the transfer until you give them range membership proof.

You should handle your own ATT application, as it is for you and not for your club. Get as many options as you can, daily frequency, all hours, all firearms for which you possess the registration certificate, all approved ranges, all gunsmiths, all border crossings. They have been trying to take as many things away from us as they can, if you don't try to get these options now you might be in for a serious fight down the road when you want to go attend a competition at a range in Alberta or something.

Good luck and welcome to the club.

Thanks. That's exactly the answer I was hoping for -- The good news is I work from home, so I wont miss the delivery :)

I found an post earlier that had a sample LTATT form posted that covered the "open" ltatt. It's interesting to note that the online ltatt form you can download from the RCMP website allows you to fill it in and then print it.. But then only allows you to pick one reason for transport.

So if anyone comes across this thread later: the form is at http://www.rcmp-grc.gc.ca/cfp-pcaf/form-formulaire/pdfs/679-eng.pdf
The info i have is:

In BC fill in:
Section A- Personal Information
Section B LEAVE BLANK
Section C Reason For Transport Check boxes d, i, and m and put your local club ** you can only check off one of these options on the form, so once you print it, go back and check off the two other boxes.
Section D LEAVE BLANK
Section E LEAVE BLANK
Section F enter info as needed

for bc, i always just call them and leave a message for my ATT and LTATT stuff. worked fast previously (no idea how fast now, since transfer are taking over a month) you do need a range membership though before the transfer or ltatt (ok you dont technically need one, and you could argue, but its not worth it in my books unless you are moving in 3 months and dont want to waste the money)

It's silly they are enforcing an unwritten rule. At the same time, new licencees like me have already waited waaaay past the 28 day waiting period, and when we find out if we dont have a range membership atts take longer or get denied.. The first thing we do is get a range membership, since we already know that perfectly filled out forms take forever as is.

if you are in a hurry you can get a silvercore.ca membership ($30 IIRC) same day by email. If your local club is slow to issue credentials (and many are) that may be a faster option, albeit at a price. silvercore have prefilled forms for you to use for the LTATT.

it may also be faster if you visit the CFO office in person (it's in surrey). i just bought a handgun and dropped over to see them, and the STATT and transfer was completed on the spot (the dealer submitted the forms via the e-system). i already had my RPAL and LTATT, and the deals said it was taking up to 6 weeks for simple ownership transfers.

I wonder if these Silvercore memberships are good across Canada? Great idea if your shooting range is slow, in the process of moving and really want your purchase etc, but at the same time people might take advantage of it.

Im located in Vancouver BC and my LTATT took exactly 2 weeks. I called in to apply and had to fax in my range membership. I called them a week later to confirm that they received my fax but they couldnt because i was connected to the New Brunswick branch (Alberta and New Brunswick are helping BC with the back log). The nice lady told me I can resend my range membership through email which i did. A few days later i get a call from Reliable gun to pick up my PPQ!! Wooooohoooo!

When you applied via phone and sent a copy in, did you still end up getting an "unlimited" ltatt - ie) didn't have to list each firearm?

Yes, its valid for 5 years, to and from all approved gun ranges, gunsmiths, and border crossings. The same as you would get faxing it in. The lady who took my application over the phone knew what she was doing.
