They are probably not Dillon parts.
They are gauges to find the ogive of a seated bullet, so a useful COL can be measured from the case head to the ogive.
The actual measurement would be from the case head to the top of the nut.
If I use the Sierra Prohunter 180 gr bullet and I know it is exactly 20 thou off the rifling, I can put the nut on it and get a measurement, of, say 2.95"
If I want to try the Nosler 180 Partition, and want to set it to 20 thou off the rifling, so as to not waste time and expensive bullets, I seat the bullet long and take a measurement withthe nut, and then seat deeper and deeper until it is seated at 2.95", to the ogive.
The nut has the correct size hole for 6 different calibers. I have one and use it all the time.
I have also made a similar tool, using a piece of rifle barrel and touching the bore with a throating reamer. Looks like this in use. Measure from case head to top of tool.
Advertise these as COAL Tools. Worth about $20 each.
