In my experience (considerable) Winchester brass is hardest and will take higher pressures. Concentricity is respectable.
Norma brass is soft and, although of the same capacity of Winchester, can't begin to handle the same loads. Concentricity is excellent.
Lapua is perhaps as tough as Winchester and conentricity is so good that turning is almost unnecessary even for BR use. Dimensions are better. This is my first choice for brass right now.
Federal is soft like Norma and not a good choice for heavy loads but again, concentricity is very good.
Remington falls between Federal and Winchester in hardness. Concentricity is often laughable.Strangely enough, in one 6.5x55, loads in Remington brass consistently outshot those in Lapua. Go figure. In a good rifle with proper loading technique, good brass should give at least 20 loadings. I have some Lake City brass and some Winchester brass which has been loaded over 40 times with no losses.
