I am under 19 and am wondering about a "junior" P.A.L that i've been hearing about at the club in town. And if there is such a thing then when can you get it and what does it enable you to do eventhought you're under 19

How much under 19 are you? you can get a PAL when you are 18.

im thirteen... I thought there was an option to test early likr at sixteen

you get a minors Pal until your 18 then you reapply for your full Pal

Have a look here too. Note the parental agreement part. It doesn't mean you'll be able to go shooting by yourself though. I doubt any club will admit you without one of your parents becoming a member too. http://www.cfc-cafc.gc.ca/factsheets/minor_e.asp
