Questions on importing optics from the US

I read the sticky at the top on the requirements to import scopes and it's pretty straight forward but I have a few questions.


From what I gather from the US D.O.C. website, to get export licenses from the Department of Commerce I must apply for access to the system as a business (need to get a CIN - company ID number) and to apply for the individual export permits I must be in the US at the time of application.

Am I reading this wrong? If anyone has gone through this process as an individual and can give me some pointers either here or via PM that would be great.
 
I just ordered one 6 days ago. Shipper declared "Optical Scope" on the declaration form with a Full value insured everything. Just got it Today,I asked for USPS priority mail, didnt even paid duty. I guess once in a while, Sun as to shine on a dog's Ass :)

I was under the impression that all the permit is more of a shipper thing , then buyer. Also I am not store it's for personal use

You got lucky.
You found a seller who was prepared to ignore US federal law, and who was willing to falsify the declaration. And the package didn't get tagged on the US side of the line. And you managed to avoid paying the taxes. Sometimes the sun does shine.
 
If you get stopped on the US side as you approach the border, you will be in for a very bad day.


I know. That is why I am trying to line up the proper paper work prior to my trip down.

From everything I've read we can as individuals obtain import permits from Canada and export permits from the US for controlled items. I'm just a bit unsure of the finer points. I will call or email the US DOC and see what they say.

Normally I prefer to keep my money at home but I have a $2000 Cabelas gift card and the Canadian side doesn't sell the optics I want and the US side won't export. I was hoping to visit a store in the states and bring back what I wanted, with the proper permits of course.
 
"...with the proper permits..." U.S. seller has to apply(you cannot.) for the U.S. export permit once he has the Canadian import permit you get(takes 3 weeks or so). The export permit takes several months to be approved.
