I was debating an NEA or a Norc and I was talked out of the NEA based on quality concerns. I was looking forward to a Canadian made AR but maybe the next one.

The CQ-A1 fit and finish is not pretty as we know but for the price point I thought I'd try it.

I am trying to confirm if it is a painted finish or parkerized. It is marked "Imported by Lever Arms" and is the 14.5 model. I have not been able to find a solid answer.

Not the best reply for your question, but I recently got a 10-1/2" Norinco CQ-A from Canada Ammo and I was expecting to see a "painted" gun but it clearly appears to be anodized. Your gun is a different model and from a different supplier so my guns finish may be different than that of your guns finish.

seeing that you were already talked out of NEA i wont really bother much, but i have 2 and both are great, also the ammo source has some in stock as of today that arent sold (first time ever in what, 2 years?)

older norcs are painted, if you are getting it new its probably anodized

Honestly, mine has a painted finish and its not that bad. I bought my 14.5 knowing I'd whoop the crap out of it. So in a few years when it's scratched and scuffed and ugly as sin (which might make it look a little better), ill get it duracoated.

buy the Norinco. nothing wrong with them. They WILL go bang each and every time you need them to, they will not have parts wiggling loose, bolts shearing off, or other QC issues. The finish on the new receivers is on par with any other AR IMO. I doubt there is still many unfired paint on finished norks out there, as they stopped making those ones many years ago.
Seriously some people are just against chinese anything, and will choose to bash them on that point alone. I say buy one, i have a paint on one from years ago, have fired many thousand rounds through it over the years, never had a single FTF, or anything go wrong.

There are still stores selling the painted finish version. Make sure to specifically ask. If it's 14.5" it's probably painted, or you had a very good find. I just purchased a 10.5" last week, getting hard to find even the 10.5" now but there are still some dealers with them.

Everything is CNC machined nowadays.
The robots that built your AR in China are no better or worse than the robots building Bushmasters, or Noeveske's
Some people like "designer labels" some don't care

Check MARSTAR they have review and test videos on this Nork rifle they are better then most think and there steel gets a high rating from most.
I am kinda warming up to the M4 myself.I like there interchangeablety with the AR
