Quick question on CTAR and TAR21

Far as I understand it, 223 can be fired in a 556 chamber but not the other way around.

With that in mind, all Tavors I've seen have been marked 223 - what does this mean? (in terms of using 556 ammo)

Context, I am ready to buy a CTAR (non restricted makes no sense to me in Toronto, anytime I wanna shoot, a range at hour+ is closer than crown land at 3 hours+)
 
They are marked .223 to avoid export regulations. As far as I'm aware, Israel cannot export military marked caliber rifles for commercial use. This is what I have heard and read but if I am wrong somebody please correct me.

Also the only difference from restricted to non restricted is about 3 inches on the barrel. I prefer the NR
