Quick question regarding buying from the USA

just a quick question, I know about the 100/500 exemption law but unsure about a certain area of it. I'm looking at buying a BCG from brownells but since the one part of that law states it's not for parts that operate the rifle, would the BCG as a whole be classified under that or just parts like the firing pin and such? Also is the 500$ limit excluding shipping costs or 500$ total after taxes?

If you are ordering from Brownells, they will make sure to "tell you" what they can and cannot ship to you.
 
There is a number or extension for international orders, they can tell you.
I was told that barrels, uppers, lowers, brass, projectiles required an export license.
They are pretty good at labeling items as "available outside the USA" or something to that effect.
There was maybe more to that list but my memory is terrible.
