1) How tightly should the bullets fit into a resized case? ...should I be able to push the bullets in by hand?
2) How much should I chamfer the neck of a case after trimming?
3) Is it ok to seat the bottom of a jacketed bullet below the base of the neck of the case?

You shouldn't be able to seat your bullets with your hand. If you can it is likely that you have problem with your resizing button on your die. You only need to chamfer the case enough to remove the burr caused by trimming.
Why would you want or need to seat the bullet base deeper then the neck?
 
If you can seat a bullet by hand,you don't have enough neck tension.
Chamfer enough so there is no sharp edge at the neck.
If you need to seat the base below the neck to fit the magazine,there shouldn't be any issues.
 
To what has already been posted I would add, be aware that seating depth affects pressures. To what extent, depends on a lot of things. Just know depth isn't an arbitrary thing and investigate further before making big changes to COL's recommended in your manual(s).
 
I noticed that RCBS had a .17 Remington shell holder in their catalog. Does this company have a reloading die? I thought .17 cal was a rim fire round. How and where does one get primed rimfire cases to reload this caliber?

No you should not be able to push the bullet in by hand,0.002" is about the standard amount of neck tension.

About one or two turns with your chamfer debur tool is about all it takes.

In general you don't want the base of the bullet to protrude into the shoulder area of the case but in some cases due to bullet design and OAL and magazine considerations it's impossible not to do. I've shot many longer bullets both cast and jacketed in X39 and 300 Sav. that the bullets base protruded into the shoulder area and have had no issues.
 
mrc perron, 17HMR and 17mach2 are necked down 22 win mag and 22 lr cartridges, therefore rimfire. The .17 Remington is a necked down centerfire 223. There are also 17 fireball, and numerous others then if you get into all of the other wildcat 17cal's, it just gets nuts. Try googling your cartridge name, wikipeadia is very useful for most.
