under ITAR and such, they need to apply for an export license for their product. If they succeed and receive the proper licensing at the manufacture level, the product can be exported as per the export rules.

Most US Companies don't like to apply for his because it costs $2250 a year just to have the licence. Money grab.
This is the reason Canadians suffer from enjoying the longest "Undefended border" and "free trade"
