I have a Tikka T3 Lite (Left-Handed) http://www.tikka.fi/pdf/specs/Lite.pdf
I also have a Leupold Mark AR 4 12x40mm AO scope. http://www.leupold.com/hunting-shooting/scopes/mark-ar-riflescopes/mark-ar-mod-1-4-12x40mm/ (Mil Dot version)

I was wondering if these would fit the rifle/scope well and if I should purchase them.

I'm new to the gun community so all the terminology that gun stores use are unknown to me. I'm rather confused about not knowing where to look/what to buy.
I just need the rail/rings now and would appreciate feedback. :)
I have to order all the parts online since no where close to me carries Tikka parts except for Al Simmons. I called that store already and had no idea what the guy was talking about. Plus it's over an hour drive for me just to see what they have in stock and if it will fit my gun.
 
All that stuff will work together. You just meed to figure out what ring height you'll need, but only you can decide what works for you. You can also forgo the bases and simply get rings: http://www.tikka.fi/optilock.php?ringmounts
 
I know I need a 1 inch ring. Is it more beneficial to buy just the rings instead of the rail/rings? Not sure if my scope will be too low or something.

It's up to you really. The fewer interfaces you have between action and scope body the better. However, if you intend on shooting at long ranges, it would be better for you to get a canted base that slopes at least 20 MOA forward and get quality picatinny rings to match. If this is a hunting rifle, a simple set of rings that clamp right onto the receiver is your best bet. The ones listed by Sako in the link provided state that they are sufficient height for scopes bells up to 56mm diameter. At 40mm, you should have plenty of clearance between the scope and barrel.
