Do range finders fall under the same category as rifle scopes and therefore require one to file an IIC and go through a US exporter?

I was under the impression that only rifle scopes required one to file paperwork for importation from the US.
 
I doubt you need the paperwork, but I'll let you know in a week or so as I bought one on ebay last night.

Did you buy it from an eBay store? They will abide by State Department rules while an individual who puts up auctions may not due to either ignorance of the laws or he just doesn't care. I got an ACOG from eBay that was actually not supposed to come into Canada without an end user certificate. The seller had no idea so she sent it with a customs form that said "Trijicon ACOG" on it and it made it across anyway. I didn't know about the mandatory State Dept end user certificate at the time either. Oops!
 
I purchased a rifle scope and range finder from as US dealer last year. I needed to to fill out the import papers for the scope but it wasn't required for the range finder (according to the dealer). Once the import/export papers were approved, the dealer sent me both items in the same package.
 
Just because the optics are making it into Canada does not prove that it is legal.

I wanted to buy a range finding unit from a business in the States. This business is a one man show and does not carry inventory, he just has his units dropped shipped. I was about to buy the unit when he contacted me and said that they cannot ship to Canada. I got this person to ask again and they said they cannot ship to Canada. I am annoyed that they would not tell my why they could or could not just that they did not wa

I talked to another dealer and they said it is up to me to find out if it is legal. I talked to another reputable dealer who said sure, no problem.

Where can I look to find if range finders can or cannot be shipped to Canada without paper work. I spent a couple of hours researching the department of trade and commerce websites but did not get anything figured out. What am I missing here?
 
Just to prove a point I would like to be able to show this US distributor why range finders can be legally shipped to Canada.
 
Lots of US businesses will not ship any items to Canada, does that mean it is illegal? No. All this means is that the individual company does not ship to Canada, for whatever reasons. Will they tell you that, who knows?

I would just spend my money at another company who welcomed Canadian customers and call it a day. No sense wasting time trying to prove a point to a dealer who obviously doesn't care for your business.
