Re-bedding

I’ve got an older 700 stock with a less than stellar bedding job, which looks like jb weld used. Does that all have to be taken out before bedding with devcon,or can I drill holes, or rough it up and put devcon on top?
There’s a fair bit of existing bedding just with some gaps.

If you are really steady with a Drummel tool you could remove some of it, the more new bedding the better. I am sure there should be youtube videos on skim bedding a rifle action.
