I have a .270 ruger. If I wanted to rebarrel it could I make into any long action cal? Is it as simple as having the smith change the barrel? Are there any other things that need to be done to the action? Thanks for the help fellas.

You can rebarrel to any '06 based cartridge without issue. Some of the sharp shouldered AI's don't like feeding from controlled feed action so you might want to consider that.

A magnum cartridge will require bolt face and mag changes.

You could also chamber it into an intermediate-length - like the 7x57, 8mmJS, 6.5x55 and the like. Short actions are also probably do-able - it'll give you additional mag length to seat the bullet farther out. The 284 comes to mind as an ideal candidate.
 
The Ruger M77 (tang safety) is not a controlled feed so any Ackley style cartridge should feed fine as well as any '06 based cartridge and any 7x57 based cartridge (6mm Rem, 6.5x57 and 257 Roberts) will work without any other work required.
