Receiver problem (?) with a Browning SA-22 takedown

I just recently bought a Belgium Browning SA-22, a fun little rifle for my daughter. However the slide that closes off the receiver/ejector doesn't shut all the way. It stays open about 1/4 of the way which seems like a good way for dirt and dust to get into the works. A fellow I know says this is the way they were built. Is this true? If so, what's the logic behind the design?

Are you sure you have an SA-22? Asking because you are describing parts that an SA-22 doesn't have. BAR-22 maybe?

browning has 2 types of semi auto 22s, one ejects on the side and one ejects at the underside, both mine close fully

Picture required or a better description. It sounds like you are referring to the breech bolt and it will not fire if it is open 1/4 of the way...

Is it the take down model, , load the mags tube from the side of the stock ?
When you take these down, pull the bolt back a bit, extractor could be buggered,
if you know what that is.
BTW if it is a sa22 browning, who ever told you that a bolt( if that is what you are talking about )
is full of it, and if he is the fellow that sold you the gun , he is a crook.
