Receiver using AR parts? Non-Restricted?

Since AR15's are restricted could you get around it by someone manufacturing a new receiver combining the upper/lower into one? Such a receiver could use AR parts lower parts/barrels but accept a non-AR magazine (mini-14 mag)?

Could this fly legally as a non-restricted semi rifle?
 
Not likely. The S&W M&P15-22 (rimfire only, blowback operated) has limited parts compatibility with an AR and was declared a variant because of that. If you use the AR fire control group and BCG I can guarantee it will be declared a variant, regardless of how valid that classification is.

You could probably use the barrel with extension, bolt, trigger mechanism, magazine system.
Square bolt carrier, square tube upper receiver, lower receiver incompatible with AR.
A piston system would further distance the design from the ducted gas AR.
Think AR-180B.
 
The use of internal parts isn't going to automatically get a rifle declared as a variant. Typically RCMP have used looks over function to determine variant status. The round BCG is kind of an oddity and so is unlikely to be used in a different rifle. You wouldn't want to use an AR stock or forend as that would make it look too much like an AR.
