Due to a neck and shoulder injury I need to upgrade from a pump to a gas operated semi-auto , so I can tolerate the recoil . I occassionaly hunt small game and shoot skeet , want the ability to shoot slugs and 000 buckshot and budget is important . 12 ga preferred opinions ........................
 
Only your shoulder can tell how much you can tolerate. Try as many as you can at the skeet/trap field, and you may even have to go to 20 ga.
 
Weight can be your friend in this instance as it will reduce recoil velocity, also gas guns seem to attenuate recoil more than inertia operated ones perhaps because they take longer to cycle. As mentioned depending on the injury a 20 gauge may help as mentioned above. I have a Mossberg 935 I only use for waterfowl but it does have less felt recoil then my Beretta auto due to it being heavier. I mentioned the 935 as you said budget is an issue which precludes most shotguns with recoil absorbing technology.
