Recommend a good rifle & scope combo in 223 for under $1000?

My buddy is looking for a gift for his brother for Christmas (hence why the retail route). As the range he goes to does not allow anything bigger than a 223, what would be the best rifle and scope combo he can buy for under $1000? If there are deals, please feel free to PM me.

What's the main purpose? Target shooting at range? I assume 100M-200M distances?

Here are a couple options......too bad has to be new, used is the best deal, get a Savage 12, Rem 700 Tikka:

Good choices.
Gets the job done without need for the second mortgage.
We envy the westley-richards and schmidt & bender crowd but for us common folk there’s rent and the grocery bill to pay.
 
Howa and top it with a Nikon Prostaff.

Yes, or a Leupold VX-2. Check out Prophet River... tonnes of selection. Their Howa's come with Nikko Stirling scopes, which aren't bad at all!

(you can always upgrade the scope later, which I did... though my Nikko is alive and well on my high powered NP 1200 fps air rifle!)

Not trying to start the .223 deer debate but if the range limits rounds to .223 and your friend wants to go deer hunting I'd suggest finding another range for the new year first.

Second opinion is the Howa/vanguard s2 are unbeatable compared to the stevens/savage/rem 700/marlin entry level guns I've owned, and since sold off since buying a vanguard. Hear good things about zastava m70's, but have not owned one, yet. Trade ex has a couple synthetic stock 300wm for $599 if you deal with the range limit issue. Rest of the stock (calibers) are $100 more and up which starts to push the budget. Good luck
 
Howa or Weatherby would be my choices for a 223 however leaning slightly more towards the Howa. Too bad it has to be for Christmas but my recommendation would have have been getting him a threaded barreled action (HWB40003+) 24 inch. And mate it to a B&C Varmint stock - he will not regret getting the heavy barrel. FWIW that is going to be my next build already have the B&C stock however may lean toward the 204 caliber instead of 223 for the sole reason that I already have a 223 (tikka t3x)
