Red dot height adjustment problem

This past weekend I tried out a Barska-clone red dot like this one

on my 10/22. First shot was 12 inches low at 25 yards. The problem is that even with the elevation dial turned all the way up, the best I can do is still 3 inches low.

My initial thought was that I could shim the back, but with the claw mount running the length of the scope, it does not look possible.

Before I buy a better red dot or low power scope; any suggestions on how to get my point of impact higher?
 
I did some web searching of my Barska/Tasco clone and the only hits I'm getting are in airsoft & paintball world.

Could it be that, due to the rainbow-shaped trajectories of airsoft/paintball guns, their optics are calibrated differently for elevation than fireams optics? Is this why I can't get enough elevation out of this sight?
