I've come into possession of a poorly refinished M-38, the color is far to light and I think it may be stained. I'm wondering if there is a way to remove stain or would I have to risk adding more in a darker color.

Some of those stocks are pretty light to begin with, especially the post war ones. I have an M44 with light blond varnished wood.
yours might be original.

What sort of liners do the sling slots have? Screwed, pressed, or thin strips/none?

The pressed in parts are a flattened ovoid shape that surround the whole slot, similar to the pre war screwed in escutcheons. Those are post war

During the war they either left the slots as bare wood or put in partial liners that covered just the bottoms - they're still mostly bare wood slots.
