registered parts???

When putting together a rifle, is both the upper an the lower have to be registered?
There is an upper in EE an the seller says when the transfer paper has been received by him he will send on the upper.

Really? On an FN-FAL the upper is "the gun". The poster didn't say what platform he's talking about.

What is that? I can only guess it is of the AR variety. And if so the upper is an unregulated part.

Generally, the part of the firearm with the serial number is the registered "firearm". In many guns it is the "lower" in some it is the "upper". In cases like the Sten, it's the magazine well of all things.
