Registering first restricted but as a build and ON specific procedure

OK so a couple things here. I am rather confused at this point as it wasn't clearly covered in the course, at least not in such detail.

First, does the ON CFO require range membership before a transfer will be approved? Do I send this to the CFO? The dealer? My range? and at what point? When does the LTATT get issued?

Second, is a STATT required to pick it up from the post office?

Third, if my first R purchase is a build off a stripped lower, at what point if at all, do I need to call the CFO to let them know the barrel length etc?

Acquisition is for target shooting purposes? ON does not require range membership. You will likely be asked about the range you plan on joining.

The "attached" ATT for target shooting kicks in when you have range membership.

The "attached" ATT allows transport from point of purchase. The PO qualifies; that is where you are taking possession.

When you receive the registration certificate for the receiver you will note that there is the instruction to report when the thing becomes functional.

Again, you do not need a range membership in Ontario for the CFO to approve a transfer. But when you purchase firearms you may be asked what range you plan on joining. If you want, you can send your range membership information to cfpcfounit@rcmp-grc.gc.ca. You do not need to do this however.

That's the transfer approval itself, not the piece of paper. Which means you can pick up the firearm from where you acquired it and transport it to your home. If it's being mailed to you then it does not matter. Soon after your transfer approval you will receive a new PAL card in the mail which will list all the conditions of the Common Sense Firearms Licensing Act that have been granted to you. Here is an FAQ concerning the six conditions and other changes made under the act. You can also go to Justice Canada and read the law itself. "Attached" is just shorthand for what has happened. LTATTs are now automatically granted for the approved actions under Common Sense et al . You do not need to request an ATT for those actions if your license is current with the regulations.

Be aware that these rules may change though. The RCMP website will post any changes.

I recently did my course and was specifically told I need to apply for an ATT to take it to the gunsmith. Am I reading this incorrectly or was I ill informed?
