I'm wondering how long it takes for the Registration Certificate to be printed off and mailed? Is it like the licenses where printing is done on Fridays, or is it every couple of weeks?

My private transfer was completed today.
 
so does the private seller need to wait for the papers on the mail before he can ship the firearm or can he ship it once everything is approved?
 
He can ship it right away. Once everything is approved the rifle is no longer his. If you were to receive the rifle and have a cop ask questions before the certificate arrives, we have a nice $2 billion registry to inform him that the rifle is yours and properly registered.
