Relining a factory barrel that's under 18"

For context I'm kicking around the idea of relining a 22lr rifle to 17 Mach 2 so I can build a unique one off carbine length bolt action squirrel rifle. The chamber reamers(rough and finish piloted reamers) and liner have already been found, I have a lathe and the ability to pull it off. Here's where I get worried tho..... The base rifle I want to use for this carbine build is a Non-Restricted norinco JW-15 bolt action with a FACTORY 13" barrel. If I reline and chamber this factory barrel without changing the original over all length am I legal? Any input is appreciated, cheers

Don't ask, don't tell.
However I don't see anything wrong, you're not cutting down the original barrel, only "repairing" it
