Wondering if this is a reloader? A friends father hd this in his garage. She's hoping to find out what it is and if it's worth salvaging?

Wow! Not sure what it is. Looks to be along the line of a heavy duty press for something.

Maybe a press for putting rivets or grommets in leather. The old leather smith I bought my farm from left one here similar I think.

My grandfather had a similar tool and he was a harness maker, so perhaps it is for rivets?

yup , not reloading related .... either a riveter or a die punch
