I get 2655 average velocity from 175gr Hornady HPBT Match bullets over 44.5gr of Varget in my 20" Savage.
I previously had a Rem 700 with a 20" pipe as well that shot exceptionally with 168gr SMK over 46gr Varget.
Your best potential for velocity will be with max safe-in-your-rifle loads of the faster burning powders. That may or may not coincide with your best potential for accuracy; testing will tell the tale.
