Well...most of us use a 150gr spitzer bullet instead of a roundnose. Perhaps that is what you meant??

Anyways, for either bullet shape 47grs of IMR 4895 should provide a safe load with nearly any military or commercial cases and will provide enough pressure to function the M1's action. Primers can be whatever large rifle brand you happen to have available. No need for large rifle magnum primers, just make sure you've fully seated the primers, (they should be slightly below rim level).

When it comes to loading for the M1, the generally accepted powders are: IMR or Hogdon 4895, IMR 4064, Hogdon Ball C2, Wincester 748, Varget. I may have missed a few, however, these are the most popular.
 
As said above 4895 works the best with the M1. I finally found some again, its been tough to get for quite a while. Some of the loading books have loads specific for M1. Standard 30/06 load that would work in bolt action are not appropriate for the M1, they are too hot or the use the wrong powder. Google m1 reloads.

IMR-4895 powder was actually developed FOR the Garand.

47 grains is a good, safe, accurate load with a 150.

Depending on actual Lot number, you can duplicate MilSpec loadings with 48 to 50 grains.

I have observed that Tin Cans, Falling Plates and Paper Targets generally do not shoot back. For these, all you need is a stiff enough load to operate the action. Lighter the load, the less heat; the less heat, the longer that expensive barrel will last.

Here is a short list of things to do based on thousands of rounds of safe, accurate and reliable handloads in quite a few Garands.
- always FL resize cases
- keep cases trimmed below max OAL
- keep primer pockets clean and seat primers below flush with the case head
- don't try to get too many firing/ resizing cycles out of a piece of brass. 5 firings is about it
- stick to IMR4895, IMR4064 or H4895 propellants. These generate the correct gas port pressure pulse to cycle the action and are also capable of excellent accuracy.
- stick to 150-168gr bullets. FMJ, polycarbonate tip and match bullets feed best. The Hornady 150gr FMJ is the most accurate of the non-match grade bullets and can be bought in bulk.
- use a reloading manual.
 
You have to work up the load for your rifle. No two firearms, milsurps included, will shoot the same ammo the same way.
Like purple says, you must FL resize every time and watch the case and OAL's. Don't bother with fiddling with the OAL to get 'just off the lands". M1's don't care much about it and too long of a cartridge won't fit in the mag well. Max OAL is 3.340".
IMR or H 4895, IMR4064(gives more consistent accuracy than either 4895), will do nicely. They are not the only powders though. Use 150 to 180 grain bullets, but 150's, 165's or 168's seem to shoot best. 150 or 168 match bullets and 165 grain hunting bullets.
