I was considering reloading for my 91/30, considering the lee loader hand tool (cheap and not requiring a rock-solid table:D).

Anything else I need to order other than brass, bullets, primer, and powder?

For example, do I need scale or priming tool, etc. to start?

The hammer kit almost does it all. If you reload your cases at max load a bunch of times, you'll need to trim for length. Lee carries some very inexpensive case trimming tools. Keep in mind that much of the surplus 7.62X54R will be berdan primed and will not be reloadable.

If you're reloading for any other round, or think you may reload for any other round in the future, think about going for the Lee Anniversary kit. It's about $100, but you can crank out better ammo faster and safer. That $100 kit has made me tens of thousands of rounds of ammo.
 
Get a scale. The suggested powder loads that come with the Lee hand loader, give extremely light loads. You can look at the Hogdon site on the net to get normal loading data.
