Reloading in a townhouse?

Hey folks

I live in BC, and just bought a townhouse that I will be moving into shortly. I'm interested in handloading, but I'm a little nervous about all of this change to the explosives regs stuff. I did some searching, but unfortunately all I see is people spouting off about how angry they are about the "proposed" changes. Can anyone provide more info? Is this something I can legally do at the moment? Is there a link to a site that will clearly explain all of the current requirements that's not 100 pages of angry ranting posts???

The "proposed" changes got dropped completely shortly after the Conservatives took power. The NRC announced that they decided that no changes were required. :D
You're good to go in the townhouse.

Thanks guys, that's good news given that ammo prices are exploding (pun). Would you guys recommend a course, or is there a good book to read so I can learn to do this safely?
 
Any reloading manual, Lyman, RCBS or any other, your local firearms dealer will no doubt be able to supply or sell you one.
