Reloading Licence Regulations

Can anyone outline the regulations covering the need to qualify for a reloading licence, over and about the rules covering reloading only for yourself. I tried wading through the exposive act, Duh...need help
My understanding is "when reloading for others either given or sold, a licence is required"

Yes, you will need to apply for a manufacturing license. Google "NRCAN explosives" and the forms are on the NRCAN site. The inspector will guide you through it.

I beleive a licence is required as you become a business. BUT I would not like to have to pay the insurance premiums you may be required to pay.

Correct, the license is only needed to produce ammo for sale (or giving) to others, although many people load ammo for their friends without the proper paperwork.

In order to load for someone other than yourself, they must be involved in the process. This means they must at least help bag the brass, not necessarily be involved in every step of the process.
