Yes they are hardened. There is no problem with them being trued .

They are heat treated but that does not equate with being hard. The heat treatment is throughout the steel, not just the surface. They machine and file easily.. the whole action does... but it is very strong.

The bolt Lugs on a Remington 700 are around 45 Rockwell, they are tested, you can see the marks from the Rockwell tester. The Action lug surfaces are around 30 Rockwell. You can tell the bolt is harder than the action because the action surfaces are the ones taking a set after many rounds are fired. To see this you must take the barrel off and look at the action surfaces from the front of the action.
