They have there sps on for $489 in 223. Are these a good gun and accurate the price seems pretty good. Also lookin at the ruger hawkeye all weather for $599 with rings so maybe thatrs the way to go but was there some bad reports on the ruger? What is the weight of the ruger hawkeye? not sure what 7-8 1/4 lbs means is it 7.25 lbs?

I've used or owned both. IMO the ruger is a little nicer in fit and finish than the SPS. With proper handloads I've gotten 1" or even better at 100M from both. My experience was that the rugers shot much better after about 10 fouling shots. My go to hunting rifle is ruger and will group under 3" at 300M with handloads.

Both rifles you have stated are good value. Buy the one that has the best fit for your frame and the options you like ( Stainless, clip etc. )

rugers are quite accurate guns and are based on a sortof modified mauser design that i prefer to the push-feed remmys.
not just because its controlled feed (which doesnt hurt) but because the extractor is superior. the fit and finish is some of the best you will find in any production gun in its price class, and the 'free' ringmounts are a huge value.

ruger still gets a lot of bad press based on bill ruger's political stance on high-cap magazines back in the 80s. people still loathe and bash ruger guns because of this - and its unfair because there is nothing at all wrong with the guns themselves.
the problem is that you have to take every negative ruger review with a grain of salt because you can never really know if its a truly unbiased review based on the merits of the gun alone or whether it is influenced by the reviewer's hatred of bill ruger - who died back in 2002.

my ruger guns are neither more, nor less accurate than comparably priced remington 700s, tikka t3s, savages, etc.
the main difference is that i, personally, prefer the design and fit and finish.
