One thing missing here or maybe it's been mentioned is that proper ammunition and load development plays a giant part in getting a rifle to shoot well. When I ran Load development on my factory 700 VSSF II, I ladder tested it and found that a certain charge weight produced infinitely better groups consistently than other charges and factory ammunition. Some charges I was lucky to shoot a 1" 100 yard group with, the one charge weight was about 1/2". That and bullet seating depth also play a huge part I have found.
So while a factory 700 may not shoot factory ammunition well, that's not saying there could be a certain handload the gun absolutely loves and shoots great.
