remington 700 single shot adaptor

i wouldnt bother with having one made i have see them on sites that dont ship to canada and just go i the blind mag and sit on the factory follower such as this

Made one for my cz550 out of aluminum on a mill. You could make one from one of the popular plastics with a few simple hand/power tools. Even wood painted up would look ok.

$10.99 and it doesn't indicate any export restrictions in the listing. Just make sure to specify shipping via USPS to keep costs down. I know Sincalirs is a really restrictive on shipping but Brownells is usually really good on small parts.

Using the magazine limits cartridge length (bullet seating depth) which can result in sub-optimal bullet performance. Single loading feeding ramps/blocks allow you to easily & reliably load/fire one (longer than mag length) round at a time.

Many bolt action repeaters do not feed well into the chamber from a shell laying on top of the magazine follower. They usually require the nose of the bullet to be held higher to enter the chamber freely. A single shot adapter is made to do this.

The why is simply a personal choice to load singly.

On a Mauser style action, you still want the cartridge entering the extractor/bolt face from the bottom. Some say forcing the extractor over the rim of the cartridge is bad for it. You want it to "hook in" rather than snap over.
Not sure if it's as critical on the 700 push feed system unless alignment is the issue as stated earlier.
