Only when you make it too short by putting on a pistol grip only and a short barrel would it become restricted.
 
Aslong as you do not make it a non restricted your good to go. Think its the KSG but it holds 14+1, so an 870 with a three shoot extention is good.

Unless you're buying the complete kit it makes no sense. It's pointless to have a gun that can be modified at a moments notice without the parts to make the changes.

Price on the last one I saw was about the same as a brand new 870 Police - and that was for a gun without the kit.

So the entire kit - whether it'd be a short breacher or a long high capacity shotgun - requires one to have a restricted PAL on them right?

No. If it is registered as a non-restricted and you put the parts on to make it under 26" OAL you are now have an "unregistered" restricted firearm - since it is not registered as a restricted. So if you buy it as a non-restricted you can never put the parts on to make it short. That's technically how the law works.

If you want to use the full kit register the gun as a restricted and you are good to go.

You can only get them in the full length version. So 18.5" barrel with pistol grip full length stock. They retail for around $1300.
