the CFC says for unrestricted
"Storing Firearms Safely
Unload and lock your firearms!

Store the ammunition separately or lock it up. It can be stored in the same locked container as the firearm.

Non-restricted firearms
Attach a secure locking device, such as a trigger lock or cable lock (or remove the bolt) so the firearms cannot be fired; or
Lock the firearms in a container or room that is hard to break into. "

the remmy locking safety prevents it from being fired (& IMHO is harder to defeat than some the $5 plastic or cast metal locks out there) so should qualify. the only reason I can see it not qualifying is that it makes the firearm "appear" unlocked which may cause concern in some circumstances.
 
Just bought a new 870 the other day with the lock (first time I have seen it) and I locked it and then tried to unlock it....took me a while to figure it out, I thought I screwed something out. I didn't realize that I had to push down on the key till it makes a noise and then it can be turned! before that I was just putting it in untill I felt it bottom which wouldn't let the lock turn!

I was about a minute away from calling up Remington!

You are almost better off to NEVER USE THAT LOCK, and throw away the little key they give you. Use a combo trigger lock and no key will ever be left behind. My shotgun has that key thing and I cant even find the key for it. I wonder though if the keys and locks are universal. As such if you are unfortunate enough to have used that lock, and forget your key, can someone elses key open it for you, I would imagine I think.

You could always go one better and just remove the "J" lock safety altogether and replace it with a real non locking safety. That's what I've done on all my 870's that came with the stupid "J" lock safety, then just use a normal trigger lock.....If you feel the need to.

I think that thing is lawyer-driven. When the inevitable happens and somebody sues Remington because somebody went nuts with a misappropriated 870, they can point to the fact that the owner hadn't used the built-in safety lock to render the gun inoperable because it was a complete and utter PITA.
